The Phelps Mill Festival is always held the second weekend in July. Each year the festival brings together both artists and artisans in a display of various high quality works. Adding to the intrigue of the peaceful setting of the Park is the participation of guest performers appearing on stage and around the grounds. American and ethnic foods, served by nonprofit groups from around Otter Tail County, compliment the festive atmosphere. The park is handicapped accessible.
